The set of tools, rules and criteria to single out the recipients of an aid program and how they may be reached by following actions is called targeting. The objective of targeting is to concentrate the resources of the intervention to the target population in order to achieve maximum effectiveness at minimum cost. However, perfect targeting is possible only under condition of perfect information of the donors. It follows that a certain level of errors of inclusion or exclusion from the program will be unavoidable. The targeting methods are used to minimize these errors which should be carefully evaluated both during the design of the intervention and the monitoring. Although targeting generates benefits in terms of increasing efficacy and/or efficiency of a program, different types of costs can arise as administrative, private, incentives, political and social cost, which may have different weights depending by adopted instrument and operating conditions of application. The aim of this contribution is to review the literature and past experiences on the targeting methods and to bring out the costs, the expected benefits and impacts in terms of reducing errors of inclusion or exclusion of different targeting approaches.
