Parks and protected areas produce externalities, which are surely positive for social and environmental aspects but which can also be negative due to limitations on economic activities within their boundaries. Italian State Law on protected areas provides for specific legal instruments for the compensation of negative effects produced by the institution of a National Park on economic activities, but as yet no general criteria for the determination of such compensations have been defined. Here we examine the problem of how to define the compensation of the economic disadvantages produced by the institution of a National Park on forestry activities. A synthetic estimative procedure has been constructed. This procedure determines the economic compensation for the limitations posed by the Park to forest utilization in relation to the different degree of protection in the different Park Zones. The “ordinary” forest management situation, i.e. before Park institution, has been modelled for the main forest types in a case study (Parco Nazionale del Cilento e del Vallo di Diano) and confronted with the “post-Park” forest management situation, based on preservation and systemic silviculture guidelines.
