The goals of this special issue are two-fold. First, it attempts to explain how the capability approach framework can operationalise for public action. We set out and apply Amartya Sen’s capability approach and explore its particular significance and relevance in relation to theory, policy and development practices, with specific reference to disability. The papers explore linkages and synergies between the Capability Approach and the Human Rights Framework. Secondly, it explores the means by which the Capability Approach can be operationalised and applied vis-à-vis disability policy in Tuscany region in Italy.
