A relativistic method of evaluating the fields excited by an obliquely incident plane wave inside and outside a rotating cylinder of arbitrary cross section is presented. A differential formulation to the problem is developed in the comoving reference frame of the scatterer on a closed circular domain including the scatterer cross section. The related boundary conditions account for the far-field conditions through a series expansion of the total field on the domain contour. The differential problem is solved in the frequency domain, by considering one frequency component at a time. The present method allows for rotational speeds at which the quasi-stationary approach is definitely unsatisfactory
