ABSTRACT Among numerous speeches attributed to leading figures of Roman history by Cassius Dio, there is the harangue addressed by Octavian to the army in 31 BC before the battle of Actium. Beyond the hypothesis that there existed portions of an original document containing this speech, which, three centuries later, the historian might have been able to read, his reconstruction reveals some analogies with passages from Plutarch’s Life of Antony. Moreover, Dio’s account states that Octavian emphasized the legitimacy of the war as a defensive measure against an enemy who menaced the security of Rome. From this point of view, the narration shows the historian’s ability to make use of anti-Antony propaganda that had been passed down in tradition in order to represent Octavian, in 31 BCE, as actively engaged in defending the freedom of Rome from any kind of autocratic risk and from the threat from the East.
