La cooperazione UE-Turchia per contenere il flusso dei migranti e richiedenti asilo: obiettivo riuscito?

La consolidata cooperazione dell'Unione europea con la Turchia è stata estesa negli ultimi due anni al settore dell'immigrazione. In particolare, a partire dal settembre 2015 numerosi incontri si sono svolti per concordare reciproci impegni volti al contenimento dei flussi migratori verso l'UE e al sostegno della Turchia nella sua attività di accoglienza dei 2.800.000 presenti nel suo territorio. L'articolo analizza gli aspetti essenziali di questa cooperazione con particolare riferimento all'intesa concluso nel marzo 2016 e si interroga sulla sua efficacia in termini di contenimento dei flussi e di risposta alle esigenze della popolazione bisognosa di protezione. E' inoltre considerata la natura giuridica dell'accordo e l'informalità che ne ha caratterizzato l'adozione. The domino effect of the “closing borders” from Denmark towards the Balkan route made the cooperation with Turkey «to stem the flows» a dossier to deal with it a matter of urgency. Dialogues and meetings with the Turkey Prime minister started to be held periodically in order to agree a deal on a common strategy to returns irregular migrants and asylum seekers, readmit Syrians coming from Turkey, support Turkey as a host country for refugees and step up on the other open negotiations on visa liberalisation and accession. The legal nature of this deal, the measures on return of asylum seekers, the qualification of Turkey as a safe country and the leading role played by Head of States and Governments are the most controversial issues raised by this cooperation.
