The law 338/2000, established to meet the demand for accommodation for university students, has been characterized, through the three implementation decrees issued to date, by a reduction process of the standards of the functional areas, both residential ones and those of service. The difficulties in the management by the beneficiaries of the state co-financing has been transposed by the norm through targeted changes to make residences more economically sustainable through a progressive reduction of the spaces, especially in relation to cultural and educational services and to those recreational. Therefore, there is a possible mismatch between objectives of managerial economics and quality objectives of the service. In other words, on one hand, the instance of economic sustainability of the interventions has been declined, with regard to the design aspects of the residences, through a substantial reduction of the qualitative and quantitative standards; on the other hand, although more and more labile, the character of integration and sharing, key points of the law, persists. If this is the normative iter outcome, with regard to dimensional standards, it is not clear yet if it has been transposed and effectively implemented by the institutions that have received co-financing. Very briefly, the research underway at the Department of Architecture in Florence, through the analysis of deviation from the standard values of the actually designed and built surfaces - relating to the residences currently in use financed under the Law 338/2000 - showed that functional areas have remained almost unchanged during the decade of implementation of the law, aligning itself with the dimensional values of the first implementation decree. The research has highlighted, moreover, that the end-user requirements, students, compared to the initial framework of the law, appear to have been bypassed in some way. The data of the survey of the cited research, so far acquired, on some fundamental aspects such as integration, sharing and socializing, are outlining a certain level of discrepancy between the objectives of the standard and the results obtained.
