The failure to respect the planned costs for the construction of a public building, more or less complex, appears, inside of the building process, as an ineluctable constant. Today we are led to consider the economic increases as "inevitable compromises" just to have the building completed and put into service. Although it is now known that the responsibilities of economic increases should be divided among all players in the building process (contracting clients, designers and contractors are often responsible in equal measure), it remains unclear how it is possible to limit (it seems really impossible to eliminate) these increments. The investigation of claims for the construction of residences for university students and the constant monitoring of the implementation phases of the projects co-financed through the Italian Law no. 338/2000, allowed the identification and extrapolation of particularly significant cost indicators. The variety of projects (renovations, new construction and purchases), the heterogeneous geographical location (north, center and south Italy) and the different typologies of buildings (hotel, integrated cores, mini apartments and various combinations), have allowed to translate the information in an interesting “starting point” for the standardization of construction costs not only for university residences, but also for public constructions similar for types and purposes (social housing, residences for elderly, etc.). This activity, has, also, allowed the identification of some of the causes responsible for the mentioned cost increases.
