La comunicazione nei Comuni toscani. alcune biografie professionali per leggere gli esiti della Legge 150

A fundamental revolution for communication in public administration has been enabled by the law n.150 / 2000, till nowadays not fully transposed into the institutions, which opened, however, different routes and varying results. In this paper we use 36 interviews relating to careers as managers and communication officers from 18 municipalities in Tuscany in order to investigate the outcomes of the Law. The decision to use the professional biographies as cognitive instrument to reconstruct the changes of institutions was dictated by the desire to gain access to the opinions, ideas and ideals of those who live in the municipalities’ system, are part of them, and, as it is clear from the results, adapt the wording of the law to the concrete workplace, operating sometimes in the direction of optimization of resources and the in that of in house expertise building.
