Some Comments on the theory of e.m. propagation in a turbulent atmosphere

Si presenta un'analisi critica sulla teoria della propagazione di radiazione coerente nell'atmosfera, sviluppata da V.I. Tatarski. Analizzando le fluttuazioni di fase si dimostra che per una corretta valutazione si deve tenere conto che la legge dei due terzi vale entro la scala esterna e non fino all'infinito. A critical analysis is developed of the propagation theory of coherent waves in the atmosphere, developed by V.I. Tatarski. We show that a correct evaluation of the phase structure function requires taking into account that the famous two-third law is valid inside the turbulence outer scale and not up to infinity.
