The theme of this contribution is: 1. The Franceschini Committee (Commissione Franceschini) as a source of knwledge of the situation of Italian libraries in the Mid-Sixties; 2. Reflection on library and the library tasks within the system of culture that developed from that experience. The Commissione Franceschini was established by Low April 26, 1964, n. 310, and strarted work the following November, with the appointment of the members.
