Il saggio tratta, in chiave comparata, del ruolo del Parlamento nei sistemi a forma di governo c.d. semipresidenziale. Vengono analizzate le esperienze della V Repubblica francese, nonchè le esperienze europee ascrivibili al sistema semipresidenziale quali Portogallo, Polonia, Islanda, Austria, Finlandia. Il saggio costituisce una rielaborazione della relazione tenuta in occasione del Convegno biennale della Associazione di Diritto Pubblico Comparato ed Europeo che si è svolto presso l'Università di Roma Tre il 25 e 26 ottobre 2018. Within the framework of a “mixed system”, semipresidentialism is still a very successful pattern to outline some form of governments: most of the Italian and the International doctrine describes a number of countries which appear to share the Duverger’s standard definition criteria. However, the use of this category is criticized by others. The aim of the essay is to consider the actual working of semipresidentialism both from a theoretical and a practical point of view. After describing the academic debates, the paper proceeds to investigate the most representative European constitutional systems: France, Portugal, Poland, Austria and Finland. By analyzing the evolution of the Constitutional provisions and of the Constitutional conventions of these countries, this essay will conclude that every considered form of government - with the exception of France - must be no longer classified in the pattern of semipresidentialism. This essay constitutes a re-elaboration of the presentation held at the biennial Conference of the Comparative and European Public Law Association, which took place at the University of "Roma Tre" on 25 and 26 October 2018.
