A che punto siamo con la regolamentazione europea dell'attività di lobbying?

L'articolo ha come scopo principale quello di dare conto delle recenti migliorie apportate alla regolamentazione del lobbying nell'Unione europea. Sono considerati, in particolare, da un lato, alcune modifiche introdotte il 31 gennaio 2019 al regolamento interno del Parlamento europeo, e, dall'altro, il Codice di condotta per i membri della Commissione europea che, adottato il 31 gennaio 2018, ha sostituito rafforzandolo sotto alcuni profili, quello del 2001. Si rileva infine anche la cauta apertura del Consiglio a basare l'interazione tra i lobbisti e i suoi decisori pubblici su taluni standard trasparenti. Nonostante ciò, si conclude ravvisando che il sistema europeo in materia di disciplina del lobbying non ha ancora raggiunto un livello di trasparenza soddisfacente. The article analyzes the improvements that have been recently made to the European lobbying regulation. In particular, we will be considering, on one hand, the amendments introduced on 31 January 2019 to the European Parliament's Rule of Procedure, and, on the other hand, the Code of Conduct for members of the European Commission, which was adopted on 31 January 2018, replacing the 2011 one giving to it a stronger structure. Last but not least, with great caution, the Council has began to put in place some transparent standards for the relationship between lobbyists and its public decision-makers. The article conclude by noting that the European lobbying system has not yet reached a satisfactory level of transparency
