La riduzione del numero dei parlamentari ed il "cantiere" delle riforme regolamentari

ABSTRACT La riforma costituzionale del 2020 ha modificato gli articoli 56, 57 e 59 della Costituzione, riducendo il numero dei parlamentari di circa il 36%. Alla luce delle profonde interazioni fra Costituzione e Regolamenti parlamentari, il saggio si propone di indagare le implicazioni del “taglio” del numero dei parlamentari rispetto al funzionamento delle procedure parlamentari. In particolare si proverà ad ipotizzare quattro possibili scenari connessi all’adeguamento dei Regolamenti parlamentari rispetto alla nuova composizione delle Camere. The constitutional reform of 2020 modified the articles 56, 57 and 59 of the Constitution, reducing the number of the members of the Italian Parliament (approximately 36% less). Against this background – and also in light of the interactions between Constitution and Rules of Procedures – the essay aims to explore the implications of the “cut” of the number of MPs on the parliamentary procedures. In this framework, the essay analyses four different methods through which ensure the reform of the rules of the Italian parliamentary law after the constitutional reform.
