Il fenomeno della fusione di comuni in Italia: profili evolutivi ed evidenze empiriche

Municipals’ merger is a worldwide tool used to reorganize local go vernments, which are usually considered too small to perform effectively. International research evidences that municipal mergers can improve efficiency and efficacy in providing services, they enable economies of scale to be achieved and provide economic and financial benefits. The aim of this article is to investigate, through an exploratory research, whether municipal mergers have generated this kind of benefits within the Italian contest. Results highlight that municipal mergers spread a diffused satisfaction within the local authorities, but the process of merger is, in generally, very long and complex, especially for the personnel reorganization issues.
