In the countryside of Southern Italy, agricultural harvest is carried out by thousands of neo and non-EU workers, who deal with situations of labor exploitation and housing segregation, also linked to their legal status. The article, adopting mobility as an interpretative paradigm of contemporary processes, analyses the context of the Foggia province, highlighting how the exploitation system is linked to the possibility of movement on very different scales: 1) the international migration that produces consequences in terms of legal fragility of workers; 2) the daily mobility on the territory, necessary to reach the fields in a territorial context characterized by large extensions. Also taking into account the scenarios produced by the COVID-19 health emergency, the author suggests the need for regional planning and governance to strengthen their contribution in overcoming an unjust system, towards more sustainable scenarios.

Abstract
