The Green Deal, which aims to make Europe the world’s first climate-neutral continent, is now in its implementation phase. The article analyses the governance system adopted by the European Union for achieving the objectives of the Green Deal, with respect both to the vertical division of competences between the Union and the Member States and to the horizontal division of powers within the European Union.

Abstract
