Florence's Metropolitan Territorial Plan (MTP), scheduled for adoption by the end of the year 2022, has seen its implementation over the course of about three years. During these years, there has been a strong debate about what was the most appropriate form for the definition of this plan as a means of proposing and accompanying choices on the territory. Unlike the coordinating nature of the Provincial Plans before the Del Rio Law (2014), the new MTP found an original design thrust thanks to the integration of the projects proposed under the National Program for Housing Quality (PINQuA) and in the Integrated Urban Plans (PUIs), both drafted to respond to the funds allocated by the PNRR. The choice of this integration brought 69 PINQuA projects and 18 PUIs within the MTP and is conditioned by systematic nature of these interventions, which are designed to meet the needs of a wide catchment area. The relationship between the MTP and projects – especially those using PNRR funds – has thus strongly characterized the structure and nature of the Plan itself, creating a twofold complex interaction. Indeed, it was the projects or local strategies, that defined the plan and, conversely, it was the plan that established the selection criteria for identifying and applying for projects. Starting from this complex but challenging relationship, this contribution aims to describe the process of drafting the Florence metropolitan spatial planning instrument and the relationship between the latter and the projects proposed under PINQuA and in PUIs.
