Institutional efficiency of public administration in the implementation of the National Recovery and Resilience Plan (NRRP) can be analyzed from the point of view of the advisory activity of the Council of State Section for Regulatory Acts. The paper therefore considers the relationship between implementation of NRRP and quality of regulation, and then focuses on recent opinions of the Advisory Section for Regulatory Acts on draft government regulations within the framework of NRRP, with specific reference to ecological transition, digitalization, social inclusion. The issue of regulatory drafting is finally considered. The aim is to reflect on the possible scenarios awaiting the public sector in the immediate future, at the same time questioning the implications of a renewed advisory function of the Council of State.
