The municipal operational plan (POC) is an instrument with which the metropolitan city of Florence governs its urban-territorial planning. In the definition of this plan, the municipality of Florence, in the figure of the city planning department, has involved, through specific research, some researchers from the Department of Architecture of the University of Florence (DIDA). The research groups dealt with the analysis of the building stasts of historic-environmental valuable fabrics, Green areas and the methodologies of urban accessibility control. The article describes the research process carried out as part of the elaboration of the guidelines drafted by the working group afferent to DIDA for the implementation and management of the plan for overcoming architectural barriers (PEBA) in the municipality of Florence as well as from the normative indications provided by the POC. The research was divided through 3 main phases. The first phase involved the analysis of reference case studies, verifying the data collection and management systems considered most innovative also with respect to the specific issue of updating the information needed to define environmental reference frameworks. The second phase involved both the definition of systems for cataloguing and classifying data, identifying the categories of environmental units and the class of human-environmental conflicts (architectural barriers), and the digital frameworks for managing the data. In the third phase, the modalities of articulation and the contents of the plan were defined.
