Il PNRR al giro di boa: luci e ombre nel prisma di una rimodulazione complessiva

Il presente contributo intende ripercorrere le vicende che hanno interessato la prima metà del periodo di attuazione del Piano Nazionale di Ripresa e Resilienza (2021-2023), offrendo una panoramica utile non solo a tracciare un parziale bilancio del Recovery Plan redatto dal Governo Draghi, ma anche a fornire le coordinate necessarie per destreggiarsi nell’analisi di quella lunga fase di revisione che si è definitivamente conclusa con l’approvazione della Quarta Relazione al Parlamento, nonché del nuovo decreto PNRR quater. La prospettiva d’indagine, d’altra parte, non è rivolta al passato: tante altre sfide attendono ancora il nostro Paese, a partire dalla qualità e dall’accelerazione della spesa.// This contribution intends to examine the main aspects that affected the first half of the National Recovery and Resilience Plan implementation period (2021-2023), offering a useful overview not only to take stock of the Recovery Plan drawn up by the Draghi Government, but also to provide necessary information in order to deal with the analysis of that long revision phase which definitively ended with the approval of the Fourth Report to the Parliament, as well as the new PNRR quater decree. The investigative approach, furthermore, is not aimed to the past: many other challenges are still waiting for our country, starting from the quality and the acceleration of spending.
