The Project and Regulation paradigm: the search for quality in architectural design

Nell'affrontare il binomio Progetto/Regolamentazione, una prima domanda da porsi dovrebbe essere: ci sono attività che hanno un impatto su scala collettiva che possono non essere regolamentate? Il passo successivo: esistono norme e regolamenti che possono essere aggirati nel processo di progettazione in considerazione delle conseguenze che possono provocare nelle diverse fasi del processo edilizio? Poi: è possibile sviluppare una cultura progettuale che vada oltre le norme in termini prevalentemente (se non esclusivamente) prescrittivi? Possiamo quindi essere certi che il progetto possa incontrare, nel corso del suo sviluppo, difficoltà legate all'applicazione di dettami normativi complessi e di ampia portata, al punto da compromettere le sue intenzioni e, inasprendo i termini della questione, la tanto auspicata qualità dell'opera progettata? Il testo sottolinea come nel Progetto il Regolamento assuma il ruolo di riferimento ineludibile e imprescindibile in tutte le fasi del processo edilizio come strumento per "garantire" gli interessi della collettività e per governare le azioni di chi, operando in questo campo, interagisce con tutti gli operatori coinvolti nel processo stesso. A pena di generare disfunzioni, errori e omissioni che potrebbero compromettere non solo il buon esito dell'opera, ma anche causare danni economici e sociali. In addressing the Project/Regulation binomial, a first question to ask should be: are there any activities that have an impact on a collective scale that may not be regulated? The next step: are there standards and regulations that can be circumvented in the design process in view of the consequences they may cause in the different phases of the building process? Then: is it possible to develop a design culture that goes beyond regulations in predominantly (if not exclusively) prescriptive terms? Can we therefore be sure that the project may, over the course of its development, encounter difficulties linked to the application of complex and far-reaching regulatory dictates to the point of compromising its intentions and, by intensifying the terms of the question, the much hoped-for quality of the planned work? The text emphasises that in the Project, the Regulations assume the role of an inescapable and unavoidable reference in all phases of the building process as a tool to "guarantee" the interests of the community and to govern the actions of those who, operating in this field, interact with all the operators involved in the process itself. On pain of generating dysfunctions, errors and omissions that could compromise not only the good outcome of the work, but also cause economic and social damage.
