However, adoption remains hindered by critical organizational and technical barriers, which are underexplored in current literature, particularly from an economic-organizational perspective. This paper systematically reviews recent studies to identify sector-specific challenges, including interoperability issues and a shortage of technical expertise. By addressing these barriers, the findings propose tailored strategies to facilitate effective implementation, offering practical insights for public sector stakeholders and laying a robust foundation for future research.
