This work addresses the increasingly pervasive use of financial conditionality to protect the rule of law in the European Union. It discusses the conditionality mechanism outlined in three secondary law instruments: the conditionality regulation, the recovery and resilience facility, and the common provisions regulation. In light of recent practice, it highlights the potential of each instrument, along with the limits and shortcomings of using conditionality as a value-enforcement tool.
