Un patto che si rinnova, una gabbia da cui uscire

La Costituzione del 1948 è il patto tra le forze politiche elette in Assemblea costituente, frutto dell'applicazione del "metodo CLN" secondo cui nessuna forza politica e nessun modello economico e sociale, tra quelli contrapposti, avrebbe potuto prevalere in modo assoluto. I meccanismi istituzionali a tutela del patto costituzionale di “non prevalenza” di qualunque forza o coalizione politica sulle altre sembrano aver funzionato. Tuttavia di quel patto sono conseguenza anche le crisi politiche ricorrenti e la discontinuità dell’azione dei governi che ha facilitato l’esplosione di un vortice di debito pubblico. il modello di forma di stato e di forma di governo che era espressione di quel patto originario e che ne ha garantito la perduranza sino ad ora, manifesta molti limiti funzionali. Va celebrata la Costituzione e la perdurante efficacia del patto che essa rappresenta, ma va colta anche la necessità di uscire dalla gabbia di un sistema decisionale che manifesta molti limiti. The 1948 Constitution represents the pact among the political forces elected to the Constituent Assembly and was the outcome of the application of the so-called “CLN Method”, according to which no political force, nor any of the competing economic and social models, could be allowed to prevail absolutely over the others. The institutional mechanisms designed to safeguard the constitutional pact of “non-prevalence” of any political force or coalition over the others appear to have worked. However, the recurrent political crises and the discontinuity of government action are also consequences of that pact, and have contributed to the emergence of a spiralling public debt. The model of the State and the form of government that embodied that original pact and ensured its endurance to the present day now reveal significant functional limitations. The Constitution, and the continuing effectiveness of the pact it represents, deserve to be celebrated. At the same time, however, it is necessary to recognize the need to break free from the constraints of a decision-making system that displays significant limitations.
