The EU played a fundamental role in the coming into force of the Kyoto Protocol, both at an European regional level and at global level. Despite this, the path is still riddled with obstacles, and the Union itself risks not being able to target the established goals. Nevertheless, the eastwards expansion, far from representing a drawback, instead appears to be an opportunity; the problems are posed not so much at the macro-regional European level as in the technical and cultural sphere, with reference to the deficient maturing of both the environmental culture and the culture of international co-operation.

Abstract
