This paper deals with the estimation of the population size as well as other population parameters when there is no list of the element of the target population. We propose a sampling design of centers of aggregation that faces with the problem of self selection of the center’s members. The design is a two phases design: the centers are the sampling units in the first phase, the members of the center are the ultimate sampling units. The design is in some aspects similar to the design proposed by Blangiardo (1996) and follows some principle of the capture recapture modeling. The distribution of people among the centers are thought as the realization of a superpopulation model. The statistical properties of the proposed estimators are examined both under the model and the sampling design.
