This paper focuses on competency models as a tool for innovation in the field of public personnel management policy and develops the topic with respect to support staff of the political bodies of the Tuscan Regional Council. Facing roles that are not clearly defined, recruitment systems based on trust and organisational units that are often numerically small, support staff of political bodies require complex competences involving multiple professional fields. By means of an inductive approach, a suitable instrument has been proposed for training interventions based on gap analysis of individual competencies.
