After a brief review of previous legislation, the authors examine in the light of the D.Lgs n.229, 1999 the responsabilities and functions of health managers which have been grouped into one role and describe their characteristics rights and limitations. Even though this legislation grants technical and professional autonomy in carrying out the job of health manager, there still remain limits inherent to the various types of managerial job, a phenomenon established by juridical doctrine and jurisprudence that increasingly take account of operative realities and the connected phenomenon of health-care responsibility.
