Le Conseil de L’europe au Milieu du Gué: l’impact des techniques avancées de management sur une organisation des juristes

The aim of this article is to study the consequences of the enlargement of the Council of Europe to the countries of Central and Eastern Europe. This enlargement changed the composition of the Council's administration from a relatively homogeneous body (particularly a community of languages) to a more heterogeneous one. This called for a modification of structures and implementation of ad hoc management instruments as regards budget and financial management as well as, and especially, human resources management.
