We have analyzed data on road accidents occurring in Tuscany from 1991 to 2003, including type of road, characteristics of road and road surface, population density and presence of emergency ward. Variables to reclassify all municipalities were built according to criteria considering the distance form emergency wards: (1) distance of the geometric centre of the municipality, (2) municipal territory fully included in predetermined distance radius (3) municipal borders intersecting a predetermined distance radius. The effect of each variable on fatality has been assessed by logistic regression analysis.
