Diversa è la fiscalità, eterogenei sono i sistemi delle tariffe e degli incentivi, non coordinate sono le correlazioni con la legislazione ambientale, si susseguono scenari, strategie, politiche, obiettivi: questi sono solo alcuni degli elementi che segnano il differenziale che agisce sulla domanda e orienta l’offerta. In fondo è come se, eliminate le frontiere esterne, ritrovassimo, sparse per l’Europa, tante altre barriere.
