Abstract: The article discusses the Report of the Special Commission for Constitutional Reform (2013) focusing on the proposals dedicated to the sources of primary law. Firstly, it analyses the most relevant changes in the legislative procedure: overcoming the criterion of legislative “matters”. Secondly, it comments the new legal sources proposed (organic, bicameral, unicameral laws) and deepens some problems in the hierarchy and in the division of competences. Thirdly, it focuses on the implications for the decree-law. Special attention, finally, is devoted to potential effects of the new constitutional formulas on the legal sources’ system and on the form of government and bicameralism.
