Issues coming from the EU Horizon 2020 strategy highlight as priorities and challenges improving health and wellbeing for all the citizens and promoting inclusive, innovative and safe societies. The difficulties and the easiness in accessing welfare services play a role in conditioning the balance between well-being needs and available resources. Usually well-being is not evaluated in its global biopsychosocial aspects, but using sets of statistical, epidemiological and economic indicators, although widespread awareness claims instruments to verify not only the material wealth and access to consumer goods but also the real conditions of life and, above all, the available social capital, particularly as regards formal and informal networks supporting well-being.So, a third industrial revolution based on knowledge, sustainability, and well-being requires new attitudes that have to be developed in decision makers and in citizenship.
