The decrees-law adopted by the Government to deal with the epidemiological emergency have introduced a sanctioning regime that has gradually evolved creating some problems of coherence in the system of sources and with constitutional principles. This essay focuses on the problems that have arisen regarding the punitive power of the Regions and carries out some observations in the light of the impressive number of ordinances that the Presidents of the Regions have issued.
