Personale e Sanità: un'agenda per il management delle Risorse Umane nel SSN e nelle sue aziende

This paper discusses the topic of HR management of Italian public healthcare organization, by presenting a theoreticalframework and addressing three thematic areas: the workforce planning, the skill-mix change and the management of personnel within the organizations. By framing the public healthcare organization as a combination of the professional paradigm and the public bureaucracy, a selective reading of the main issues for HR management in healthcare and some insights on the state of the HR function are proposed. The emerging results depict a situation that is often bounded to outdated models and cannot move towards forms fitting with the needs of the internal and external environment. Eventually, possible trajectories for intervention are proposed.
