The article analyzes the implementation of the art. 116, paragraph 3, of the Constitution, introduced by the 2001 reform of Title V, in the Region of Tuscany. Having illustrated the salient features of this proposal (and having recalled the unsuccessful past attempts to activate the constitutional clause), the Author examines and compares the negotiation that currently involves the Regions of Emilia-Romagna, Lombardia and Veneto, discussing the different conceptions of asymmetry in Italian regionalism emerging from the bargaining and the scientific debate.
