Parliamentary diplomacy is a growing phenomenon that goes beyond the symbolic exchange between delegations, involving parliaments in international activities to promote democracy and strengthen institutions. The role of parliamentary administrations and technical networks such as IPEX, ECPRD, IPU and ASGP is especially important. The article outlines the theoretical preconditions of interparliamentary diplomacy, then analyzes its forms, tools and limitations, with a focus on initiatives carried out by the European Parliament, examining case studies in various geographic contexts to assess the effectiveness of institution-building initiatives and their impact on democratization processes.
