Dall’emergenza percepita all’emergenza reale: la migrazione economica come sfida strutturale per l’Unione europea

The article highlights the gap between the «perceived emergency» which drives EU migration policies towards security and control, and the «real emergency» of demographic decline and labor shortages. Despite repeated calls from the Commission and the Draghi and Letta reports, economic migration remains marginal in European policies. The proposed regulation on the EU Talent Pool represents a first, albeit weak, step in the right direction, which must be strengthened to deliver tangible results. In this perspective, the establishment of a dedicated European Agency could foster a new narrative of migration as a structural component of Europe’s economies.
