The underway research aims to assess the effects of the application of Law 338/2000, related to the effectiveness and efficiency of services in the university students' housing. The survey is developed through an analysis consisting of two macro-phases: a first phase related to the spatial standards and a second phase related to the users’ satisfaction level. The purpose of the first phase is the preparation of a database of the interventions, focused to the identification of purely dimensional aspects. For the examined residences (about 100 among first and second call), the dimensional standard - minimum areas per student as defined in regulation - for the residential functions and those of services are identified; with respect to these standards the values of percentage change (deviation) of the actually built areas are calculated. Subsequently, for the same residences, the costs of construction are analyzed , in order to quantify the economic commitment of the requesting parties, in relation to the deviations previously calculated. The research is partially concluded and the results so far obtained are: the values of the deviation between the theoretical area calculated with the regulatory parameters and the actual area of each intervention, with regard to the functional areas; secondly, the assessment of the effectiveness and efficiency of residential services, based on the responses by students and residences managers.
