We need a strategy that takes into account the cultural identities of local vocations and all the characteristics of the territory and cities, in order to drive the complex action of urban regeneration. The political approach has to be bottom-up: it is necessary to ensure a comprehensive view and a long-term coordination of local smart activities by providing incentives and guidelines, establish shared and lasting decisions that are not affected by the change in political arrangements. It is important that local governments are able to express their potential defining the vision of Smart City, but above all they should able to monitor the results achieved in accordance with a single reference. At European level, strategic references are established to evaluate the smartness range and to drive the actions aimed at the achievement of the Smart Cities and Communities target; besides at national scale are trying to establish a regulatory framework, methodologies and decision support tools as well as thematic platforms, which allow to address the interaction between the different territories, unifying criteria. The benefits for citizens highlight the level of smartness reached, as well as the eco-efficient infrastructures realised in the region and in the city. But so that every action will become effective, citizens’ awareness have to be improved by education and training path, to become active and participatory citizenship. Focusing on some indicator systems allows to enhance the characteristics of the territory driving the construction of a specific set for Mediterranean cities. In the case of evaluate the sustainability range referring to the city and to their territory, the aim is to look for indicators that simultaneously express the interdependence and interconnection of components in the representation and continuous evolution of the processes of the city and community.
