Basic income and other measures of sustain against poverty are adopted and debated in many countries, lately in Italy. Our contribution consists in a mathematical model which allows to evaluate, among other things,the mean time of permanence in a condition of support receiver. The main mathematical tool utized in the model design is Markov chains.
