Autonomia rafforzata e differenziazione: materie e risorse nelle richieste delle Regioni

Our work aims to highlight how the implementation of asymmetrical federalism should not be considered a tool to create new regions with special status, but rather an instrument to allow an improvement in the efficiency and effectiveness of the country as a whole, and thus to respond better to the needs of its citizens. For this reason, we stress which constraints should be satisfied by any form of strengthened autonomy: unchanged public budget; unchanged overall tax burden; principles of fairness and solidarity. These conditions place very tight constraints on the new asymmetric decentralization procedure which will be analysed with reference to two specific subjects: the protection of the environment, ecosystem and cultural heritage and labour market policies.
