The paper introduces the certification methodology which is the base for the CityMobil2 proposed legal framework for Automated Road Transport System. Any system is composed of vehicles, infrastructure and communication system and the certification approach foresees 8 steps to verify how to verify ex-ante that the new transport system is as safe as a rail system.
