Moving from the “centre/periphery” cleavage developed by Jürgen Habermas, the essay stresses as an active and sincere commitment to interplay between Parliaments and civil society is a long-term institutional investment. In a time of growing judicial activism and executive dominance, this interplay – if properly managed – can contribute to enhance the role and legitimacy of democratically elected assemblies. Identifying the field of “new rights” as an interesting case-study, the essay analyses potentiality and limitations of participatory tools within parliamentary procedures.
