Italy suffers from a historical shortage on the supply of university residences. Out of town students continue to grow, reaching nearly half of the student population. However, the current supply covers just over 10%. For the past 25 years or so, with the introduction of Law 338/2000, implemented through executive decrees that set both the procedural aspects for participation in the call for bids and the qualitative and quantitative standards that interventions must meet, there has been a major qualitative and quantitative improvement. Starting from an initial definition of criteria for the functional dimensioning of interventions, the legislation came to propose a set of indicators aimed at assessing environmental, social and economic aspects for the selection of proposals for funding. Prominent among the evaluation criteria is the ability to produce urban regeneration effects by recovering abandoned or underutilized properties, integrating the city's service system, activating virtuous mechanisms, rationalizing mobility, limiting construction waste, improving the value of real estate assets, and fostering positive economic dynamics. The objective of the contribution is to reconstruct the framework of indicators adopted by Law 338/2000, and then propose a monitoring scheme and a set of indicators aimed at preventing and addressing any distorting phenomena of urban regeneration triggered.
