New possibilities for housing mobility can be opened up by the digital transition. This can be configured as an important opportunity to improve one's housing condition, in accordance with the EU's conception and goals of enhancing the well-being of individuals. In fact, digital transition is linked to the possibility of creating, or choosing, an environment that enables people to fully realize their potential and enjoy their fundamental rights. Starting from the assumption that housing mobility to improve one's quality of life, is a phenomenon destined to grow and stabilize within a new post-pandemic normality, it follows that there is a need to reflect on how this phenomenon affects the activity of territorial government and consequently on the tools, methodologies and models in order to be adequately understood. On the basis of the above, this paper aims to illustrate the methodological approach of a Italian Research Project of Significant National Interest and in particular the one of its aims: a methodology to identify territorial areas that, due to digital transition, by spatial and market characteristics, can be capable of acting as attractors by affecting potential housing mobility. In particular, the proposed methodology aims, through a Spatial Multi-Criteria Analysis, to identify territorial areas by generating new urbanization phenomena on which the use and protection of land, urban regeneration, and accessibility to housing depend, to which the Public Administrations with competencies on territorial governance, are called to respond. In this sense, the research project falls within the themes of SDG 11 “Sustainable cities and communities” and interconnects with several themes of the Italian National Recovery and Resilience Plan.
