The contribution illustrates the methodology adopted for selecting the case studies – the so-called “Restarter sites” – and for defining the scope of investigation, both from a geographical and qualitative perspective. Starting from a systematic survey of the known archaeological heritage, the research developed a progressive site selection system based on the application of two main sets of filters. A first, more general selection identified archaeological sites located within municipalities classified as marginal areas according to the criteria of the National Strategy for marginal areas (SNAI). This initial mapping made it possible to delineate the territorial framework potentially relevant to the project. A second, more specific and qualitative filter allowed for the selection of sites that aligned with the objectives of the RESTART project and that could potentially generate positive and lasting socio-economic impacts in their respective areas, particularly through the activation of participatory cultural valorisation processes. The research primarily relied on official sources and open data, with particular attention given to the Territorial Coordination Plan with Landscape Value (Piano di Indirizzo Territoriale con valenza di Piano Paesaggistico – PIT) of the Tuscany Region. This document is considered a strategic tool for integrated planning and for the joint protection of landscape and cultural heritage. By analysing legally protected archaeological zones, as defined by the PIT and other urban and landscape planning instruments, the project identified an initial set of sites to be studied in depth. For each of these sites, multidisciplinary dossiers were produced, documenting the historical, archaeological, landscape, and cultural characteristics of the area. Although not exhaustive and still evolving, the methodology adopted is traceable, objective, and replicable. It represents a fundamental step in the definition of the RESTART guidelines: an operational tool for the sustainable and integrated enhancement of archaeological heritage in marginal areas. These guidelines aim to support the construction of local cultural systems, promote territorial cohesion, and define durable local development strategies. Such strategies are grounded in the activation of latent cultural resources and in strengthening the relationship between communities and their heritage.
