On 30 June 2016, the Swedish government commissioned an investigation into the regulation of state support for religious communities. The result of the investigation led to the drafting of a comprehensive Report in 2018 (Statens stöd till trossamfund i ett mångreligiöst Sverige, SOU 2018:18), which, among many things, proposed changes to the legislation to adapt it to Sweden’s growing religious pluralism. The reform has provided an opportunity to reflect on the role and significance of state funding for religious organisations. The considerations set out in this document go beyond the borders of Sweden; in fact, the issue of state funding is also being discussed in other legal systems strongly influenced by religious pluralism, such as Italy. Comparing these two systems of state funding allows us to examine different approaches to managing religious freedom and to understand the role of religion in society. It also allows us to explore the legal status of different religious denominations in order to understand whether access (or lack of access) to financial support affects the effective implementation of their religious freedom and, consequently, the relationship between the state and religion as a whole.
