The Tiber delta went from a long history of being an elsewhere place to rapidly becoming a non-city, mainly because of the huge transformations of the land reclamation and the unregulated urbanization. Water was hidden and repressed, physically and symbolically, but is now returning as a risk. However, water can also be the backbone of a territorial project aiming to achieve a necessary reconnection of the fragments, an improved adaptive capacity, and a new perceptive dimension.

Abstract
